This description is one of Eliza A Jordson’s Seaweed Pictures, from 1848, published in her book, Album of Seaweed Pictures. All of the works are composed of collaged seaweed and white lace doilies, and the book also contains instructions on making the collages and a poem on “flowers of the sea”.
